White Plains: Government and Politics

The town functions specifically to serve Knad'radoniad and his interests.

Knad'radoniad, through his personal liaison to the town--Cydan, C'matka's lieutenant--informs the local leaders, chosen from among the populace, of their objectives. Because the dragon has little care for the inner workings of the town, his instructions are simple: to serve him as he desires whenever he desires it. The leaders are generally influential chieftains, businessmen, and the heads of clans and guilds. Each leader, in turn, has complete autonomy to get the job done as he or she sees fit.

Disputes of territory or domain within White Plains are resolved by Cydan. However, since he determines that the disputing leaders resolve issues in a fight to the death, most disputes are resolved in a less bellicose nature.
