Before the failed defense of [[Prantz]], Rael was a mishmash of towns run independently, all ostensibly under the banner of the Emperor of [[Dregar]]. In truth, by the time of the [[Waylend Kings]], only token control was exerted in most areas; the mainstay of power was centered in Prantz.
