Laws are nice, but not following them are nice too. This port town has its share of lawlessness that most port cities do. However, the exception here is that profit lives in harmony with altruism as though both forces must exist to keep the balance.

An elected council composed of wise men and merchants chooses the mayor that runs the town. The goals are to favor commerce and to try to maintain a certain level of order without having it influence business.
