Laws are respected whenever they don't interfere with the desire to better serve the inhabitants of Winter's Breath. The council of elders sets the rules for the town and resolves disputes twice a month. The meetings are held under the watchful eye of one of Snow Tooth's representatives. The representative only intervenes when Knad'radoniad's interests are being overruled which is rare, as the people of Winter's Breath know that their livelihood and perhaps their very lives depend on the dragon's good graces.
