This town is self policed in almost every aspect. An unspoken curfew is in place: no one roams the tunnels after the work candlemarks have passed. In the eyes of its citizens, Thoraz is an upstanding model of what a capital city should be. Military rule shines in this city, though most outsiders--even the most lawful--would find it constrictive. There is little administration other than the Naazdah uogh and his two aids. All building plans go through the validation of the Naazdah ough, as do the announcements of Po'anw ug Nurga and births within the military. It is the working theory of this small administration that a little micromanaging goes a long way. The punishment for most crimes is conscription and being sent to the forward lines. No life can be wasted here, not even those seen as truly worthless. On the other hand, there has only ever been a single case of murder on record, and that is the murder of Brunger Rhugal.
