The head, Linwood Greyson, runs an up and coming shipping captain with six ships under his command. Local decisions are debated in the Circle but Sitchu Hammet has the final decision. Each council member is by definition a judge, and arbitration as well as sentencing is carried out by each council member in rotation. Anything that might affect the kingdom is communicated to [[Bilkan Castle]] and decisions are made there.
