Central authority is not the kingdom's strong point since each prefecture is granted a great deal of authority to rule over matters that do not influence the national doctrine. Local tribunals and regional central courts, assisted by the Church of Rofirein, decide on matters of interpretation of the laws of the kingdom. When national politics are involved, it's ruled upon by the Regent's Council presided by Elena herself.
