When the Law of Layonara was codified during the Congregation of the Principium, Raklin Diamoniar asked the Church of Lucinda for assistance in creating a prison that would be able to contain magic users.

Seeing the wisdom in his request, the church complied and created a pocket of Al'Noth. Inside this pocket, there would actually not be any Al'Noth so a spellweaver would be unable to use magic to escape. They called this place Al'Noth's Denial.
