Thirty-seven Naojin sail in and out of the slips, alternating with the few Galyis and the occasional seagoing vessel from elsewhere in the world. Techu Navashou runs a tight organization, expecting both hard word and honesty from his men, and for the most part he gets it. However, although the warships are meant to hold a crew of 200, they are perpetually understaffed as the numbers of trained seamen is still precariously low.

The town itself is defended by a single wall that runs across half the town. Although most of the sailors are trained in self-defense, the shipbuilding capital does not have more than a town guard at this time. And while the guard is three hundred men strong and takes orders from the sitchu, they would report to the techu if military action were needed, which causes further stress between the two men.
