The mido is the leader of the people of the Telish Throne. He has absolute power, making all final decisions, and answers to no one. The pendant of office is transferred from father to son, although this presents a problem as Gunther has only a daughter and his wife is estranged. There is no provision for a council and with the old system of lords abolished the only voice to reach the Mido's ears is that of his chosen Kagi.

Each taun (town) is governed by a male chosen by the mido. The sitchu may have a council if he wishes but it is not required and he is only answerable to his liege. The sitchu is more a judge than a mayor, but acts in both capacities as needed. The naval forces have a techu appointed by the mido, and the soldiers and other ground forces are lead by the meja-, also appointed by the mido.

The only other person of notable power is the High Druid of Tilmar and Corsain, the druidess Brisbane. She answers only to the Hierophant but can sometimes be seen discussing matters with the Kagi at the goten in Huangjin. In no way can the leadership of the Telish Throne or Bilkan interfere with her work, at risk of estranging the druidic order.
